They don't. Because the game doesn't show frame data. Namco's 3D fighting games don't have frame data apparently.

I'm a Tekken guy and I only learned how to understand frames back in the Tekken Tag 2 days when I saw a tutorial of it. It was just pure mind games and juggling back in the older days. I had no idea what's -15 Lol

Generally they don't because Tekken doesn't encourage frame data memorization like VF or DOA. As a result most Tekken players just chuck out stuff that can lead to big combos instead.
