I edited my post and replaced Brad Wong with Christie.
Since the passing of Brad’s JP VA and Brad not really having the purpose in the game/story I doubt that he’ll be in the base game. I think the passing of his VA was very sudden and that TN didn’t really had/have that much time to find a new VA for him.
Raidou probably will be in due to him having connections with Honoka.
