Probably because he was a weak selling point before and they haven't bothered to give him any interesting updates that might change that.

Probably because he's the boss character and they didn't release Alpha-152's trailer for DOA5.

That and two more things: Compared to most characters, he appeared in DOA1 (and Dimensions I guess, but lets just take that out of calculations for now), a game that is two decades old now and that he's not a female character.
