Maybe because Raidou might have gone on a raping spree after he got exiled from the mugen tenshin village. Another question is...if Honoka recieved Raidou's copy ability through genetics, does that mean Ayane also has it?

I think Honoka can mimic moves, while Ayane has ability to ninjutsu

Ayane should have some moves copied from other ninjas, like teleporting behind when she's spinning.

Raidou was exiled after he raped Ayame. But since Honoka is from March and not from the ninja village she must be younger than Ayane. And must’ve had sex with/raped a woman shortly after he got exiled. Honoka’s family is still a huge mystery.

Ayane trained and doesn’t have the power to copy others Raidou has. Her ninjitsu powers didn’t came from Raidou, but from training of Genra.

Honoka happens to have the power of Raidou, Maybe Raidou wasn’t the only one with special powers. We don’t know Honoka’s mother, she might’ve had some powers of her own as well.
