I have both. I finished Xenoverse 2 and kept playing it for end game stuff a while back. Jump Force was a one time completion and never went back.
Despite both have their own balance problems, Xeno 2 actually holds it well for PvE stuff which is more popular than it's PvP, (least at the time, not sure now).
But from experience, if you want more bang for your buck I may have to side with Derock on Xenoverse 2. Their content is basically an Arena Brawler with some type of MMO aspect. Jump Force not so much.
@Hold_Junkie93 actually picked that up a while ago, and yeah it definitely is the most fighting game-y arena brawler i've played, even though most matches seem to boil down TOD's and burst meta
@Camel with 2 thumbs You do yeah. Granted when I did it, there wasn't that many to begin with, and Xenoverse 2 is still getting updates apparently (which I thought it would of been finished by now).
But for the most part yeah. You'd fight like the Great Apes and many more other bosses with like a Dark energy version to them which they were only beatable with a group of people and were impossible solo. It's essentially almost a raid type where you'd have to do BiS (best in gear/capsule slots) for PvE raid stuff and weekly rewards for loot lockouts.
