They don't matter in a fighting game at all. It's just a gimmick that happen to make it's own spin off series, and now people can't tell the difference since they are ran the same. It also depends on how good the game is for people to overlook that stuff and play.
If you're wondering it's not a "DOA" thing. It's a Japan/Weeaboo/Otaku-Culture thing. A lot of anime & otaku-culture cater to a deceptively large contingent of individuals that care about tits & ass. That's partially why there's a lot of fan service in a lot of nerd media. As for the question pertaining to breast/jiggles in FGs? No, not really. As long as the gameplay holds up high enough.
In DOA's case, the franchise has attracted too many fan-service-loving otaku to the point that when DOA5 (& DOA6) tried to "tone" down the fan service, a contingent of the Internet threw a hissy fit and bitched about boob sizes. It's frustrating as all hell and is one of the things that I hate about modern culture.

One part is true DoA fans, and the other part is horny people who only play for one reason, and most likely suck at the actual game, and just play the X series.
Even though breast jiggle isn't a DOA only thing. DOA did go out of it's way with breast jiggle, and other games just have it just to have it. Doa plagued by this stigma. I have ran across streams of people just jiggling there tits and zooming into butts after mashing buttons on the CPU opponent when they win, and never go online unless they with other people like them in a lobby.
