That's understandable, I suppose maybe in meaning. Raidou was studying as a ninja before he was stealing moves, so technically he is one even after cyborg enhancements.

Unless Honoka has been training under Ayane, there has been no mention as such (if she did, she would be learning as a ninja currently). Learned ninja moves but never went through the trials of a ninja.

Because he was born within and live with the clan. All the clan members is a ninja. Raidou went rogue just like Sasuke's brother in Naruto

I feel like it's a question of how far you'd stretch it for Honoka. From my understanding, a ninja has to have taken an oath, be part of an actual clan. However Honoka hasn't went through any of the tribulations behind it. She's never killed anyone, but Hayabusa and Ayane has. She's essentially Kid Goten/Kid Trunks. A ninja bargain sale, but not an actual ninja (least not currently, future plot may change that).

@DestructionBomb Despite all my love to Honoka , I don't think that she can become a ninja, ninjas in clan were trained since early age, it's a bit late for her to start. Of course she can learn some moves or basic techniques, but just for self defense or improving her style

@marussya Depends on how the writers will do it, they could make her an official ninja down the line, it's not what we think but how the DOA writers think. Honoka has the innate ability to copy on the fly without hardly any training for ninja learning, which can be a bit cringe (also useful) on how they would go about it since it'll be pretty much forced just for the sake of relevance.
