Enlighten me. Because the only characters I could potentially see being worse are Eliot and Phase 4. Not Bass, not Brad, not Leon and not Lisa. And those are usually the characters people like to put near the bottom.

Yeah I usually see Leon floating around from high to mid-low tier. But Lisa I've seen low quite a few times. Close to bottom even. You still haven't given me worse characters though. You only helped prove my point further.
