Eliot has only 4 safe moves and those are his slowest moves. Everything else has to be either delayed / canceled / or transitioned into 46P
He also has 6 & 10 hit strings. He doesn't exactly have to finish his strings. At least not regularly.
On paper, Kasumi, Christie and Ayane at least are just as unsafe with multiple double-digit negative on block (or even on hit) moves.
But they have overall easier ways to get into their opponent without risking a whole lot. Those negatives won't mean much if they get dem 11 frame mids and 9 frame highs. Just saying. I'll stop talking now.
