my vote goes to kasumi and hayate

Overall is probably Hayate. Christie, Mila & Ayane are some decent choices too.

Kokoro, Hitomi, Ein and Mai are the most balanced to me, they're pretty balanced in all fields

Hayate .the only character in the game with no genuine bad matchups.

I feel like Hitomi can be used a number of ways. Ayane as well

Momiji

I don't think so, she lacks any decent mix ups which a jack of all stats should at least have a bit of imo

Hayate.

I think Momiji's good at applying pressure and she's definitely good at the ranged game. She has safety, guaranteeds, moderate speed, and mobility with ninja flips. I'd say she's a jack of all trades.
