Not sure, but Hayabusa probably has the most useless guard breaks of any character.

Naotora has alot of guard breaks since most of her safe follow ups end in them

I counted 12 for Jann Lee. Seems pretty up there. Some are literally the most useless in the game, but hey, he has them.

negative guard breaks, i don't get 'em. they're just a visual inconsistency and i hate it. i know understanding the frame data is important, but in the heat of the moment when i get guard broken my first instinct is gonna be "oh snaps, im minus, better get defensive!"

but then half a second l8ter im like "wait a sec, that move is like -12 on block, that's free punish!" but of course by then my advantage has passed and my opponent continues their pressure, all because some1 thought it would be real hilarious if plus GBs and minus GBs shared the same animation -_-

Akira should have 6 or 7.

EDIT: Yeah he has 6.

Naotora I think has above ten XD and yeah I wish there was a way to more easily see bad GBs
