She is, and so is Heart Aino. I imported the game. Haven't spent much time with it but it's pretty neat to mess around with. Netcode's pretty shoddy though so I'm waiting on the overseas release to catch the player spike.

I'm not believing that leak either. No way the game will launch with 48 characters. Even with the argument that some of them will come via updates, I just don't see them excluding certain favorites who haven't been in a mainline game in 10 years (Shingo, Oswald, Mary, Rugal/Adel, etc).
