16? I count 14 at launch, with 1 confirmed in development. Noctis won't appear until after FFXV gets released. I imagine the villains will start dropping in after Ramza's release. Looking forward to seeing how they edit some of them. Maybe Sephiroth will actually hit things with his sword...
