She's new, though. Considering Marie and Phase's constant support since their release, it's not hard to believe. Also, I'd probably shift Momiji up to DLC-tier. She hasn't missed a single set since Casual 1 or 2 IIRC. I forget which.

It really doesn't help that her offensive pressure is pretty terrible. Worse frames than Kasumi with no high-low mixup and no ability to bamf on guard. All she has is decent range, a 9-frame jab, and ludicrous damage.
