There are no season passes for last gen, so I've been under the impression that purchases are one directional. If you buy last gen (I think) they carry forward, but I don't think they work backward. Have not tested. The season pass exclusives though would not be available for last gen either.

Understandable, that's just part of the challenge of playing a game in which the player's preferences do not %100 align with the developers. TN's values are clear through DLC, designs, etc and there are just some aspects that will not see balanced distribution of assets.
