That's actually similar issue to DOA6 in many respects. Luckily, Team Ninja has never made a game that looked as bad as the ones Bandai is recycling assets from, so it's not quite as heinous.

The final boss of DOA5 does copy some of Ryu's techniques, and in Ninja Gaiden 3, the Epigonos was a pseudo-clone of Ryu using his DNA. DOATEC is either too amateur to have any success with that, or (more likely) Donovan has a personal stake with the Mugen Tenshin clan specifically.

TBF, the default costumes aren't as atrocious in quality as the custom-character DLC parts are, similar to the way that DOA5 had some DLC costumes that stacked up horribly with the base launch content. But that said, Bandai somehow pumped out shit that fell short of even my abysmal expectations...
