This is pretty easy. Just release her art assets as part of big patch (which is likely to come anyway since the arcade version is bound to change some things) and then the DLC for her itself would simply be an unlock.

Don't forget that this generations biggest fighting game is also on the PC (AE). Actually, I think that this past generation has proven that there is a market for fighting games on the PC. Just look at how many major games get PC ports. Even Japanese devs, who are traditionally console centric...
