No, he thrives on bullshit. He didn't have terror charge in SC2, but he was still intimidating. What makes him fun is the ability to let your brain take a nap.

IMHO, just remove the armor/terror charge mechanic. Even without that he'd still have huge damage, great range, and solid pressure. Armor is always dumb, but it's especially dumb in a game that only bothers to give it to like, 3 characters. Very awkward and out of place.
