There's only 14 male characters right now, adding 2 would just make it 16 and we already have 17 females in the roster (including Marie Rose and Phase 4), adding 1 would make it 18. It's not as equal as you think.

Leon is brought back due to popular demands by veteran players. Spartan-458 was simply a guest in DOA4. Like Ein and Gen-Fu, Leon was a staple part of the roster even if he doesn't have a story anymore.
