I think that wouldn't make any difference, Irene in the end is a side character not playable in NG2 (called "Sonia"), DOA Dimensions, and NG3:RE. If you was never interested to her until now, I doubt that something could make change your opinion before of her getting a "character in the roster"...

Same for me =) Again, for a design to win or to lose the contest has nothing to do with becoming a DLC (theoretically just an higher chance for the winning designs, but even TN remained vague on purpose under this matter).

Very liklely these outfits - and maybe at least another additional DLC pack - were already planned to be released, contest design or less (so this doesn't mean that TN isn't working in this time to the realization of the outfits from the fans).
