Phase 4 is heavier, has a 12 frame mid poke (not counting 7K attacks) and has WU kicks. Other than than that, Alpha walks all over her in every category, as far as I'm concerned.

She feels like TN had some ideas for some cool-looking combos for Kasumi, but didn't want to give them to her because it was too late by then, so instead they just made a brand new character just to have a few aesthetic combos added to an old character.

Yeah, it's probably a typo that is meant to read "WRH+K" which is to say :3_::pause::h+k: (Hayabusa's helicopter kicks). Other variants may include WR4K (the handstand, :3_::pause::4::K:) or, for Leon, simply WRK (:3_::pause::K:)
