Honestly, I'd be fine with her coming in at 11/14/14 Some characters are meant to be slower. As long as she's got tools that really reward you once you do get your offense going, I don't have a huge problem with her being slower, especially if she's a super heavyweight.

If she's like Bankotsubo, her speed will make Bass seem like an R1F rushdown character. If she's like Bankotsubo, no. If it's like Bakotsubo's gust attack, then no, not really. You could get some tricks in with the feint, but that's about it. Oh, and it was blockable. And holdable. Probably...
