Yes theyre all unsafe but one thing worth mentioning is that Phase 4 has an option where she can teleport over you after 66PP -

Theyre both very unsafe along with Phase 4 having a mediocre neutral game. Phase 4 does have very great mix-ups and can easily get damage off one launcher, my advice is to just block and throw punish her -
