Based on your wording that's the impression I got. They've added quite a bit of content between vanilla and LR, I think the hundreds of dlc outfits overshadow that for some people.

I think they'll continue on both. With X3 not only do packs include 9 characters at most, but swimsuits are also a lot simpler to make than a full outfit.

They could never stop making dlc in theory. They've got a lot of great designs from the community to draw on and could potentially do more contests. I'm sure if there's 10 more packs at least one is swimsuits from X3

I think the goal is to reach the center of the galaxy/universe but there's plenty of side stuff to do if you choose to. I believe all the worlds are randomly generated the same way minecraft's are and that's actually part what makes it appeal to me so much.
