It's not uncommon to send near final builds for review.
There are a such things as "Review Builds"
Having been the recipient of review copies from Tecmo before the merger, it was common practice to send retail copies the week before release. Those with dev kits would receive whatever work in progress builds were available and would typically receive notices that detailed additional features that would be in the final copies. It is entirely possible your friend falls into the latter category and is telling you what that sheet/file said. Whichever the case, he's in the enviable position of being unable to be proven wrong by anybody other than people also under a press embargo/NDA.
Nobody here is doubting you, WiZzYx. You've proven to be relatively level-headed and haven't given anybody reason to doubt you. Most of us are questioning what your friend is saying, however, in light of information that we've all come across. The only person we know of with a confirmed final build is DrDogg, so if he's calling certain things into question, we have more reason to believe him than somebody we've yet to make the acquaintance of. No disrespect is meant. We're just being logical.
Also, DrDogg's confirmation of MC Hammer makes many of us here, myself included, ardent followers of his, and that's something of a "Can't touch this!" situation in and of itself. Totally serious.

Why would they send an 'unfinished' build to be reviewed? Wouldn't that potentially hurt the score of their game? Wouldn't it make sense to send the product at its best for a fair assessment?

But he was fine with telling you in the first place...whatever, though. You and he/she could very well be right. But seeing as how what you say or I say will not actually affect the game, there really isnt a reason to care since he can see for ourselves later. We're just bored and feel like conversing about semantics and rhetoric.
