People will always pair characters for the silliest of reasons regardless whether it is between a guy and a girl, 2 guys or 2 girls. Doesn't really have to do anything with the story or them having interaction to begin with.

Shipping in fandom is the act of supporting or wishing for a particular romantic relationship

Off course from a romantic side: no doubt that there is affection between Hayate and Kasumi, or Momiji and Hayabusa (just for making 2 examples).
