I'm comparing it to 5U where they unveiled Momiji right away and 5UA with Marie. They did this because when you're trying to sell the same game twice, you need something big to hype it else the casuals won't give a damn. New characters are the most hype thing in fighting games, so that's what they'll show first, else few people are going to care about the game. Unless I'm forgetting an event, TGS is the biggest event before release to show stuff off to the public, so TN will bring out one of their big guns here whether or not that's a character remains to be seen.
That is a good point but I wouldn't say that not seeing a new character at TGS confirms that there will be no more added. The problem is this isn't like when they went from 5 to 5U/5UA. In 5U they've been adding the characters as DLC rather than hold off until LR so they may not have had enough time to have a 4th character ready for TGS. Again, you're right that usually you want to show off the good stuff during these types of events but with the game being at least 6 months away from release it might just be bad timing that TN couldn't show off all that they wanted to at this point.
