It's technically not a bug. The game is designed in a way that is defaults to your system language at start.

Well it's avoiding preferences set by the user which is never a good idea. If the game is capable of remembering which voice over you want for the rest of eternity, it should also be able to recognise which language you prefer the voices in.

Rig has a great english voice.

Hayate, Bass, Jann Lee, Eliot, Mila and Christie's english voices are decent.

Kasumi, Brad Wong, Lisa, Bayman, Ryu, Gen Fu and Zack's english voices are meh and mostly not good.

Tina, Kokoro, Hitomi and Ayane's english voices are horribad. (though Tina's grew on me for whatever reason.)
