To add and further prove Robojoe's point from earlier, such feats of dubs being as good or surpassing the original language are few and far between.
Before those anime even hit, the same could be said for very few anime in the 90s, particularly a little known OVA series called Key the Metal Idol and more popular ones like Ranma 1/2 and Galaxy Express 999, all which were voiced by the "golden age" of the Ocean Group, which was known for many quality dubs at the time along with experienced voice directors (when they weren't planned to be butchered on TV) before a few others started making names for themselves.
So maybe it really is a matter of the voice director's passion and whether or not the actors will deliver accordingly. That said, to stay on topic, I want Kari Wahlgren back for Kasumi's role, and Zinnia Su to reprise her role as Leifang while her current VA - Cassandra Morris - moves to Marie Rose. The latter seems more fitting for a loli's voice anyway.
