Might be the bug I mentioned, let me check if it is fixed.

Update: Yes, kasumi announced voice bug is fixed if you use the unlocked own character voice option for system voice.

Yes, confirmed Eliot has a new hairstyle. R1+Triangle.
You can't select it for his new hoodie costume though as he cover his head.

It can be selected in his costume 2, but it cannot be selected with the hat on.
When the new hair style is selected, he will take off the hat.
