So are the new moves not listed in the balance changes? I didn't really understand the translation, but I figured new tricks might mean new move within the string itself. But I do know that Bayman lost two moves, and other people were saying there were more for their characters.

Are new moves a thing of Last Round?

Yeah, "New tricks!" in the patch notes means it's a new move or new string

e.g.
Ein's 1P and Marie's PPPP

These are the new tricks:

Brad Wong: 7KPPP and 9KPPP.
Ein: 1P.
Marie Rose: PPPP, PP2PP and variants: PP2P4 and PP2PP+K (not sure about PP2P2P+K/PP2P8P+K).
Phase 4: 46T (perhaps Kasumi's reset throw?).
Zack: 2KPP8 (new mix-up into fake roll).
