I have no idea why that was his most popular outfit in DOA4. It was easily the worst one in there. I strongly agree with you that he needs your first two choices plus Super Ein. And it honestly wouldn't surprise me if DLC characters would only end up getting two costumes.
If I may follow suite for a moment and enter Tengu fanboy mode, these are the costumes I'd want to see;
C1: Classic Tengu (DOA2 C1, DOA2U C1, DOA4 C1). This one is mandatory and I have no idea why DOAD cut it.
C2: Shirtless Tengu (DOA2U C3). This was just awesome. He took off his shirt and hat, hung a skull from his neck and somehow removed his pupils and irises.
C3: Heavenly Tengu (DOAD C2). Just a white palette swap of his C1. Probably my favorite Tengu outfit. (click image to enlarge)
I'd be perfectly fine with just having the above three, but if I had to pick a fourth costume, I'd go with Spiky Tengu (DOA2 C2, DOA2U C2). Personally, I hate the outfit. He lost his epic beard and he just looks retarded with all those spikes protruding out of his body, but all of the other costumes he ever had that I haven't already mentioned were just palette swaps of his C1. So for his fourth outfit, I'd rather get this one just for some extra diversity.

I heard a rumour that Tengu was cut because his nose was too erotic. True story.
And to think Genfu used it to heal his granddaughter's sickness.
In DOA there is no "too erotic."

Personally it's my favourite outfit of Tengu just because it is the most different from the others that are based on the same design. Yes Bankotsubo don't seems more an old creature without his beard, but that outfit is able to shown him more like a raged demon that like a composed old experienced fighter, feeling that personally I liked.
Wouldn't that make TN want to keep him in?

Yeah the source is the one cited by Female Tengu, you can read it also down on the pic. But actually when I found it years ago I was looking for Tengu fan arts on the browser, and I remained deluded (in perfect Tengu style XD) to discover that it was just a cover of a doujinshi and not an image of an artist that liked drawn him (well but at least I discovered a really cute/sexy Ayane XD)
I like Bankotsubo, but sadly is not really popular to have drawings dedicated to him (well, actually all the male characters with exception of Ryu are not really popular between the fanarts).
Anyway I see just now that I never thought to try to look for him on Pixxiv (a Japanese Deviantart) but I don't think that I will have more lucky: if I find something good I will send the pics to you if are interested.

@Forlorn Penguin, I really hope they bring Tengu back for your sake buddy! Your dedication & support for the big-conked fairy man is admirable. I mean he has a conk that puts Pinocchio's to shame, hell, his nose can even save lives! Not only that but he is the only man with a beard that can get away with wearing stilt-like stilettos & if the weather is looking abit shite he can alter that with a simple stomp.Who wouldn't want someone like this in their game!?
Some really good choices there for costumes too btw. Tengu didn't have alot of man-fairy-wear in his wardrobe to begin with so hopefully if TN ever do decide to bring his levitating self back they will throw in some new kit for him to don. I want to alter the scenery with Tengu in a tux! Anyway, here's hoping he comes back for you, keep the faith like the Leon & Ein fans have too.

Ha ha, thanks. I honestly don't know how anyone couldn't like the guy. I'd really like to see how badass he'd look with the new graphics engine. Leon too, for that matter.
Honestly, of all seven outfits he's ever had, there have only been two that I didn't like; Spiky Tengu and his C3 from DOAD (the black palette swap). I've liked everything else, even if most of them were just palette swaps of his usual default. I'd certainly welcome new outfits too and a tux would be most badass. Tengu would also have the best Santa costume due to his epic beard.
And I'll always be keeping the faith.
Tengu is dead and so is Hayate's Ein persona, so there really isn't anything there to explore storywise, unless they want to do some prequel-like scenes. Not really sure about what they could do for Leon though. If any of them do make it back though, they certainly will need new data and such to be updated for the new game. Especially Tengu, since he sucked hard in DOA4 and DOAD.

2) Ein has reverted to Hayate, so the most they could do is give Hayate an Ein costume.
3) Leon is still there, he just doesn't participate in the actual tournaments anymore.
But then again, neither do the ninjas, Bayman, Christie, or Helena, but they are still around.
