I'm pretty sure it can be enabled with a push of a button. It's definitely not a default equip by the looks of it.

It's getting a little excessive with the color swaps and copy/paste costumes... :/ I feel, like the costume selection (most of all the girls) is now really littered with rubbish. Some characters have more locked symbols to scroll through, then unlocked costumes...
