Warning wall of text (you've been warned):
People really overreact about a non-existent character possibly being a child which is basically unsubstantiated. Second off under aged girls is determined on location and age of consent not what Sweden says. As for Marie Rose it is quite possible for her not to actually be a child despite looking a bit like one. If you are going to use height or breast size as a means for claiming her to be a child I am going to have to disagree.
First off Marie Rose's height has her listed at 4'10 (although looks larger in game) for an 18 year old swedish girl. The average heights of women is around 5 feet and 2 inches and this is average world height. In Bolivia which has one of the lowest average heights the women 20-29 are about 4 feet 8 inches as of the book "Patterns in Human Growth" by Barry Bogin. Marie Rose being at 4'10 she still falls within one of the average heights for women over the age 18. In regards to her bust size you get all types everywhere but in sweden alone the percentage of A cup women is about 14 percent and this is for women over the age 18.
Next is a very brief mention of the various age of consent laws. It wasn't really until the 16th century that actual age of consent laws were created and they generally consisted of the girls being between the ages of 10-12. The United States in particular continued with this belief until about the 1880s and the lowest was Delaware with an age of consent of 7. Female Reformers in the 1920s ended up getting it passed that children now had to be 16-18 for the new age of consent...this has continued to vary by state but the general consensus is around these ages. However Canada until 2008 used to have an age of consent of 14 and in fact the majority of the world has a general age of consent from 13-16 with only a few countries and one continent (australia) actually having it vary from place to place or over 17. So the major thing to get out of this piece of information is that every place has different laws with dealing with this whole issue of is she underage? In some places yes she probably is and in others not even close.
The next question is she being sexualized. Well yes quite obviously but this is only deemed "wrong" if we consider her to be a child and that itself can be difficult. For one Marie Rose is not real and never was. She's a character that was created to be in a game and has no real life implications outside of possibly giving the middle finger to sweden. I suppose this then comes down to individual belief I do not believe something that does not exist can have the same rules applied to it as if it were living. It is not a sentient being and does not have a physical construct. Therefore it does not exist and people who are worried about sexualizing of children need to come to realize that Marie Rose is not a child. Hell she's not human and not even real. So this sexualization of "bigger isn't always better" doesn't really have any significance as she isn't real. Hell she is likely not even underage to begin with...unless you consider her creation history in which case she is probably about a year or less old. She seems to me to be a young adult who basically has a childish personality and that itself is not a crime or a negative feature.
In the end it really comes down to your own opinions on this issue and nothing said can change that. I think the controversies around this character are rather ridiculous but if other people think that as well then they can feel free to not play as her or not play anyone that does play as her. If you are offended you can choose not to play no need to force your exaggerated beliefs onto others.
In regards to the series I'm happy for a new character and a new fighting style and considering the dead or alive series in general sexualization of its characters should not really come as a surprise so hopefully we won't hear an outcry when it gets worse than it already is. If anything Kokoro actually was 17 in the dead or alive extreme series and it doesn't seem as if it was that big of an issue then either. Feel free to disagree with any of this I'm just getting this out here. I really get annoyed with people's reactions to the whole marie rose character.
