Irene is CIA, she isn't military so if anything, she would be wearing suits or Swat level gear.

Her role in NG2 was pretty dam militaristic though she's played the more traditional CIA role in DOAD and Razors Edge.

TN is being awfully quiet. Almost like they're getting ready for something..."cough" new character "cough". Nyo got a hint on twitter 20 days before the release of P4 to consoles. I know that doesn't mean much but one day this week will mark the 20 day countdown for Nyo (I think Tuesday actually).

Her role was mainly because she was fighting Fiends and Ninja, I don't really think she can't hold anything back against them.

And I believe CIA will mainly use Swat level(or DEA) gear mainly because the CIA is of course based on Intel, not Military capability.
