Yes it's definitely lighting, it's supposed to be dark dark blue, just like Lei Fang's in DOA2's renders.
I wonder if she'll be renamed in English. I like Nyotengu (because calling her "Nyo" works for me). Female Tengu would be lame. Mrs./Lady Tengu.. why not.

Nice! I also like the geta clicking sound with her movements (even though she's not wearing them in the nurse outfit. XD)

Also could you elaborate on here English voice? For example what does she say in a winpose?
