In regards to Japanese vs English - Like somebody stated, it's just when it comes to anime based games, the English VAs are seemingly bad. However, you play a game like Resident Evil or Bioshock, or something along those lines and it's totally different. The English voices are amazing.
They just hire the wrong people for the wrong voices- especially in DOA, and that's all there is to it.

Well P4 is Kasumi... so they're naturally going to use the same voice actress.
It would have been dumb to use another VA for Phase 4 instead of Kasumi's. They both share a VA in Japanese too.

I still call crap on that. If anything, I will easily blame voice directors and translators WELL before the actors considering Directors are the main ones who basically let the VA know how to do shit, when, where and why and translations means everything.
It's not as easy as "Hey, say something. Good"

Yes with that logic Ein should have been dubbed by JYB despite Hayate being voiced by Yuri Lowenthal. Amnesia really changed his vocal range.
Edit: On the related note how dub is "bad" for only anime based stuff I have to disagree. It depends on the anime in question. If x anime for example was geared toward a Western audience or not heavy with the Japanese culture because the characters were not Japanese, location was not japan, etc then English dubs have the Opportunity (depends on their VA selection) to become superior over the language in terms of immersion.
Cowboy Bebop, Code Geass, Panty and Stockings, and DBZ are just a few examples on top of my head (I don't want to make a long list) where I consider the dub superior due to mentioned reasons/conditions above. On the other side of a coin insert every other RoMCOM anime that takes place in a Japanese high school and chances are the VA picked for the dub would be deemed "inferior" because the cast wasn't suited for the roles. Gintama anime is about as Japanese as you can get and it got an English dub which was horrible. Reason why the Japanese culture themes jokes wouldn't transition well and the cast are not tailor made for most English dub actors.
TLDR: Depends on the anime in question if Dub can overcome original Japanese broadcast language. Debating further then this though would be pointless because at the end of the day we are arguing over conflicted options where it boils down to "your views are shit!" And the like.

Not particularly. The official website says, she's 171cm. That's not that tall for a grown woman. It's just her geta, stance and hairdo, that makes her appear so tall.
