There's 3 Ninja Clans packs all 10 costumes each.
Unless they're gonna spread 30 costumes between the 6 ninjas it'sa good guess they're giving Ninja themed costumes to everyone

From the Season Pass info, there were listings for Ninja Clan Packs 1,2,3 each of which has 10 Costumes. Granted it's speculation, but with a total of 30 characters that would suggest at least one costume for everyone except the VF characters...
It would be a bit odd if they had characters double dip on costumes for that number. Alternatively it could be all characters minus the four included in Ninja 2015, but it'd be hard to believe 3 of the first 4 costumes packs would not have Ayane & Kasumi within.

Actually Enforcer, Russian, me and other people are thinking that the pack will see a ninja outfit for all the characters in the roster (safe the VF guests and - sigh - maybe Alpha-152). The fact that the Ninja clans will be 3 packs of 10 outfits for the total of 30 seems indicate just this.
Indeed in my previous post I was speculating about what single ninja outfits for the real ninja characters I would like to get in a such scenario (implying that the rest of the pack will be dedicated to the other characters of the roster).
I suppose that they could decide to assign to the main shinobi Kasumi 2 ninja outfits (after all is her birthday! XD), but I hope to be wrong and that Alpha will get something.

Instead of just quoting you all; Thanks @UpSideDownGRUNT , @The Enforcer and @Kronin for the info. Im without a PS4 or Xbone at the moment, so I didn't see any of the info relating to the season pass. Does it give more names on the upcoming packs or is it just the 'Ninja Clans' info at the moment.
Really interested to see all the outfits now seen as how there are 30.

As someone who has an unhealthy obsession with Ninjas, this makes me very happy.

One of Kronin's links has it on the first page. PS4 data has been cleaned out, but the Xbox still has it. The only named stuff is the Senran Kaguara back beyond the Ninja stuff.

That'll be easier said than done. Alpha's in game stuff doesn't function the same way unfortunately. Hence why we got 4 costumes all at once in DOA5LR... She probably only has two models now with different shaders. :-/ If someone figures it out, it'd be awesome, but not likely to happen right away.

By the way @The Enforcer is very likely right about Alpha's working...@UpSideDownGRUNT You forgot Ninja Clans 3. Also the last 2 packs are 16 outfits each one, basically already confirming being packs for only females less Sarah and Pai.
@Chapstick To be fair Kasumi NINJA2015 outfit seems to be clearly inspired to Hibana, main character of Kunoichi/Nightshade.
Imo the design make it different from her DoA++ outfit, that is a sort of unique mixture between a metal armor and a wrestling outfit XD The Ninja 2015 is more a futuristic classic Japanese ninja costume, similarly to Ryu's Legendary Black Falcon.

Oh you mean like mods? I wasn't even thinking of that, more along the lines of a concept sketch. But it would be cool if LR on PC gets busted open and someone could collaborate with me on mods
(I don't know much about the technical aspect but I could do designs/textures)

They're basically all color-swaps of existing costumes, but I think they look pretty cool. It's possible they may actually be omitting the 4 main ninjas that already got their own Ninja 2015 outfits, since Akira is in this one.
I am mildly disappointed Hitomi didn't get her existing outfit from the Ninja Clan game though...
