I downloaded all the dlc in packs on the 360, and I just checked the market place on the xbox one and I've been able to download about 60% of the costumes now. Though not in packs. Each one had to be done individually. Its progress finally. Starting to feel like there is a light at the end of the tunnel.

So far, out of all DLC I've tried only Phase 4 overalls and Kokoro Pop Idol have not worked.

EDIT: Hot Getaway still does not work either

For my Xbone some part of Halloween 2014, the whole maid pack and kokoro pop idol still appear as if i never bought them :/

Gosh how do I download my Debut sets for Nyo marie and phase?! I got them all three in a bundle with the characters on 5U on release and it's not showing up as free. :(

By release I mean on the the release of each and every character like marie on March 15 and so on and so fourth

You can download them if you go to the individual costumes within the packs. None of the packs themselves are cross-buy right now.

I own all the DLC from 360 and I have just been through the whole Xbox One DLC list (yeah...) checking which costumes are still not Cross-Buy. This list is correct as of midnight, Friday 27th February. I am a user of the UK Xbox Games Store. The names are exactly as they appear in the store.

Honestly, all of the 5/5U DLC should have been up on Xbox Store and PlayStation Store long before LR even launched, so that everyone could already get their free re-downloads out of the way beforehand and be good to go when the game launched.

Not only would that have been much more convenient, but it would have allowed these issues to be discovered some time ago, so that they could have possibly been resolved by the time LR launched.

Right, but Lady Tengu purchased those outfits as a set, not individually. Any outfit that was purchased individually can be re-downloaded for free, but sets cannot be re-downloaded for free and any costume from a purchased set also cannot be downloaded for free.

So, in the case of the "Nyotengu Character + Debut Costume Set" sold on 360 (which I also bought), I can't re-download this set on Xbox One for free, nor can I re-download any of the included costumes individually for free.

This is not correct. I bought that exact pack on 360 and was able to download those individual costumes on Xbox One last night. If you try to download the entire pack it shows a price but if you go for the individual costumes they are free to download, it says "Install" rather than giving a price.

As of this afternoon on the North American Xbox One Store, The only groups that still listed prices on the individual and were not transfer friendly were: Training Gear Set & Hot Getaway Set

It seems you are correct. I don't know when this change was applied, but it definitely wasn't like that the last time I checked earlier in the week. At that time even the individual costumes were still listed for a price ($1.99), rather than being free.

You cannot redownload Pop Idols Team D and Team A for free if you got them as a preorder bonus. They're bundled together as a set called "Pop Idols Team D and Team A," and it seems only the full set of all teams and Team D and Team A seperately let you download for free.

Anyone willing to help start a list of which DLC items can be transferred and which regions still don't have them per console? I'd do it but I'm not familiar with all this packs/outfits.

Missing costumes if you got them as a DoA5U preorder bonus:
Pop Idols Team D and Team A. These costumes are available for transfer if you purchased them normally.

Xbox one UK. I can't download a single piece of costume I bought from DOA5.... I've looked at sets (what I bought) and also individually since some of you seem to be able to do that. Where are you viewing the costumes from? SmartGlass store? PC browser? Xbox dashboard? DOA menu? Wish this was alot simpler.

I search for them from the Xbox store. It's that or wade through a sea of DLC.

Also, Kokoro's Pop Idol DLC now has a picture on the US Xbox Store. Didn't show one before. Curious.
