Ryona and her twin sister Ryobi (the one Leifang cosplayed as with the SK pack) are 15-16 (depending on which game you play)

Edit: my mistake they've always been 16 not sure why I thought there was 1 year between the Versus series.

Other SK girls that could work are Katsuragi, Yozakura, and Ayame. They do have weapons, but they're mainly used to enhance punching and kicking. Of those three, Ayame would probably fit the best since she both punches and kicks, but she's too young to appear in this game with TN now requiring characters be 18 to be playable.

When we think about it, TN goes "What would sell?" realistically I think it would be Minori (being kawaii) they could just make her fight like Hibari and say she's lost her bucket. (I still want Haruka tho XD)

I'm very sure that Phase 4 is NOT 18 years old, I would say she's at best 2 years old (her being cloned from a 18 year old girl does not change this fact).

Most players overlook this since Phase basically has the same presumably 19 year old body model of Kasumi, except with longer lashes. It's the two younger girls whom I will refrain from naming to prevent any argument that most will not accept iso 18 despite it being official.

I forgot that Kasumi is 19 years old (I meant to say Phase was cloned from her and "inherited" her biological age). That means there are 3 girls in the game who are 18 years old, right (Ayane, Honoka and Marie)? I'm pretty sure even Alpha is older than Phase (though I doubt she/it counts as female at this point).

Oh yeah, the clone exception. Alpha is a little over 2 and based on 17-year-old Kasumi, but it's possible she still ages so she might be biologically 19. False Kasumi and Phase are 2 at most though probably younger, but they were rapid aged to be biologically 19.

That actually could be the case, MIST/DOATEC hasn't captured Kasumi since DOA2, so they only have her 17 year old DNA on file, which explains why Phase 4 acts like doa1-4 Kasumi. And she looks EXACTLY like Kasumi, so who's to say that TN is actually hiding Kasumi's true age? She's only 2 years older because TN made a time skip, but the clones seem to instantly be able to mirror Kasumi's exact appearance which is strange...

No, like I think it's a bit strange they have her appearance down to a T, same ribbon, same style of ponytail, bangs etc. It just seems uncanny.
