The difference between Rachel and NiCO/Gen Fu is that Rachel overall was pretty mid tier and balanced and not as cheap as NiCO and Gen fu. Rachel was commonly used so people did know how to deal with her while with Gen fu and NiCO you just have cheap moves that are accessible and guarantee damaging stuff. Like, NiCO has a entire guaranteed string after 236T.
