Swimsuits were already in the main game before Xtreme Beach Volleyballs existence it started with DOA1 Saturn (also on Xbox) with just Lei Fang which she had 2 string bikinis (which PS1 didn't have), then PS1 version which Tina, Kasumi, & Newcomer Ayane had swimsuits.
And there is DOA2 while there were no playable swimsuits in Dreamcast & PS2 versions, there were plenty of girls wearing swimsuits in the unlockable CG Gallery (which some of them were part of box arts & magazines).
If you played DOA2 Millennium in the arcades, there were no swimsuits or stuff like that. There was no in-your-face fan service. You had to play DOA2 Hardcore a fair bit in order to unlock the "Bikini gallery". I really doubt that fan service turned people off from DOA2.
