Don't forget, Marie and Honoka were DLCs for an update for DOA5 and Chloe was debuting in T7. An update vs a brand new game. Which would get more exposure?
Ok lets see Marie: Trailer comes out around DOA5:U promotion, 2013-14. Her receptions about positive, though there's some criticism. She appears. You see interaction w/ Helena, another pretty popular character and you get a foundation started. Honoka: trailer comes out DOA5:LR time 2015'ish, mixed reviews, especially considering people were disappointed in the fighting style.
She comes out, you give her lore w/ Ayane (A main character) and Raidou (A main villain), and heavily pair her w/ Marie Rose, who already has a strong foundation. Still mixed reception but you roll w/ it. DOAX3 comes out, well that criticism goes out the window. Warriors all star comes out, give them interaction w/ Kasumi and Ryu, and well you shooting for the moon and they're arguably main...
characters in that story at least the DOA portion. Then you have Senran Kagura (Tbh I don't know much about it) but we'll assume it was well for them there as well). Then DOA 6 comes 2019, Marie and Honoka are definitive main characters and even if there was DOA 7, you'd be hard pressed to say they'll not appear in the sequel.
Compared to Lucky Chloe, where I highly doubt, she'll be in the main game. But this was my argument to begin with. The problem with this argument comes from the aspect of them being good characters because they're more successful than Lucky Chloe, when there's more foundation for them to go by than LC and even then, they still get mixed reviews. Something can be popular but not great at the same time.

Rebecca Black's Friday is a notorious example of that. If there was a stronger case, it be them versus Alisa because yeah, Alisa is another character that gets mixed reviews, is a main character, and has more foundation and still doesn't get much footing in Tekken. Which leads to my point, what does this mean about player bases: Tekken doesn't prioritize that character archetype and does a rather horrible...
job promoting them as characters vs Marie and Honoka. And where am I ignoring? I literally said piece by piece the argument. And even if, I don't prioritize DOAX series. I go by what I see in the fighting games respectively because that's the main aspect of each of these games. If the fighting games only see like 2 Honoka's and Marie Roses and the game's still dominated by Kasumi, heck even Jann Lee...
Then yeah, they're not great characters. If I hop on google type most popular fighting game characters and still only see Kasumi, Ayane, and even Tina at some lists, they're not great characters. By that point why not talk about Eliza then also. Her follow base is huge but the player base is almost harder to find than Carmen San Diego.

And again, to answer that point: That Tekken doesn't prioritize those kinds of characters. But it still doesn't hold up today when you hop on the fighting game and barely see Honoka's and Marie rose's but see 20 Kasumi's and 12 Ayane's and such. Still all in all, yeah Lucky Chloe never got popular. But that's what happen's when Lucky Chloe gets put in tekken.
Put Lucky Chloe, Alisa, etc in a DOA joint and Honoka and Marie in Tekken and we'd be having a completely different convo. At the end of the day, considering their story, their appearances in other titles, etc, they still don't hold up to Chun Li, Mai, heck even Kasumi for that matter and until I can see them making best fighting game character lists, they're still average characters in my eyes. I don't hate them...
And I don't love them either. At the end of it all DOA is in whatever position it's in, and a DOAX poll just isn't much of a convincing argument to say they're good characters, especially with comparing them to Lucky Chloe who had no platform at all to excel. But that's my 2 cents.
At the end of it all for me, popularity doesn't 100% equal good, even if it's prioritized. NBA 2k21 is more popular than about any fighter or sports game out. It's still not a good game, no matter how popular it is and how much 2k prioritizes and advertises that game. Do I hate it: No. Do I love it: No. Will I give praise and criticism in the position that gives a strong argument: yes.
