Athena used to be a lot more skinny in earlier KOF games. The biggest inspiration for Honoka is from the anime Love Live, taken from the character named Honoka but everyone here probably knows that at this point. It's uncertain if they did take from KOF but if they did i'm not so sure how...

3D fighters are harder to create in general. The lack of projectile moves is quite limiting so they always have to find other unique ways of creating fighters....saying that, Tekken has Akuma now so maybe i'm just talking out of my ass. Maybe their are others that do have projectiles and stuff...
