It doesn't make Ayane's roll useless, they can't dash that fast forward. Only a few can do it; so what if it's faster than Ayane's? Ayane's is faster than Jann Lee's.
"Shouldn't have" is entirely a matter of opinion.
My only gripe is saying she's high tier (Or top tier with a ceiling). Not that I'm disagreeing, just didn't give any match ups, and there are quite a few characters with very similar tools and much better tools. There are a handful of characters that take 60% and up under a ceiling.
Right now I think the Mila:Hitomi match up is like 8:2 for Mila. (That's being generous)
Mila:Helena I want to say 7:3 or 6:4. If Helena gets Mila near a wall she can still kill her.

At range 3k isn't going to do anything to Mila if her 4k and 4H+K have more range, leaving you with usafe options. Mila also has MUCH faster movement. Realistically I can low sweep both 46p and 66k, if I'm ok risking getting hit by 136p (which like I said is unsafe). None of Mila's ranged...
At range you use 66k and 136p. If I block the first hit and react properly I either punish the punch or crush the kicks. 6pk is just a string, and her low sweep is just a low, everyone has them. Mila's 6p is faster, and her low sweep is better, so the same could be said about Mila dealing with...
6H+K, 3P+K, 6T, 33T. Mix up between those depending how they react. Treat her parry and 6T the same.
If you don't wanna get parried, kick. If she's at negative she'll have to block or hold something else.
If you're getting crushed you aren't using her best tools.
Raw 3H+K wont work up close, no. I said at range. 3H+K is meant to interrupt/cruch up close.
A safe jumping attack after the kick is blocked might be a better idea. I'm assuming you play Kasumi? Front flip kick or that jump punch might be a good place to start.
Everyone but the top few need buffed a little; unless the game itself changes.
Can't do much with that advantage against Mila though.
Mila gets from 130 up to like 170 or so after CB with guaranteed mounts at the end that leave her with advantage if you decide to break them. If she does her pseudo she can get even more damage with one more guess, though it comes easier...
