If the new stage will be part of a big costume pack, I guess it makes sense for it to be paid. I guessed before that the new stage will be directly tied to a costume pack so I'm guessing they're reasoning is that we pay for the costumes and get a new stage with it.

We don't know for sure that the new stage is free, you keep claiming its paid as if its the absolute truth. I'm willing to accept it if it was paid but until then, when WE DO NOT KNOW FOR SURE YET, I will personally assume otherwise.

Why are you so sure that it will be paid? Outside the pass content announcement (which may be inaccurate or was misinterpreted), they never showed any sign of charging for a new stage. Like I said before; why would they start charging now?
