Well there isn't any reason for anyone not to tech asap so we can assume that whatever the frames are from the first possible tech is going to be the norm.

Obviously not for you, your scrubby character got buffed to shit while my character who was all round garbage with one good tool got nerfed with jack shit to compensate. They could do anything with this patch but playing with a purposely gimped character is not going to be fun.
