Yeah, those guys are harder than most bosses in the game.
They always spawn them at the worst possible times, too. Like when you're trying to shoot out the satellite dish tower in the military base, or while you're trying to fight Doku.
You can skip any 5 of your choice and still move on to the next tier. There are only a few hard ones in the earlier sets.
If you beat the normal game, you'll be able to get to the Fiend Ryu missions without too much trouble.
Beating Eternal Legend might be a bit trickier.

You unlock them all linearly anyway, though. So just keep smashing through the missions until you get to 'em.
It shouldn't take very long if you're just playing them once on the first difficulty.
Hayate's problem is that he's supposed to be the leader of the ninjas but he's inferior to them in every way. And he doesn't compensate for it with other things. It's not like he's a brilliant tactician or a wise master; he doesn't have a bunch of accomplishments on his belt and he doesn't have...

You'll do a launch kick that sends you into the air, and then come crashing back down on his head with an aerial axe kick. If the second hit lands, he can't break you out of it or punish you once it's completed.

I use the Vigoorian Flail myself. But this is one of the boss fights I'm the least comfortable with, so I'd take others' advice on this one over my own.
Never liked this fight. The awkward camera and wonky hitboxes make it a pain in the ass.
If only the material she wrote was actually something to be proud of.
