1) It's not "less risk" to go with a juggle because most juggles that net the same damage as "power hits" are unsafe or slow or require other prerequisites that make them risky as well. And then of course you have to do the juggle itself. 2) You can't really accuse juggles of taking too long...

I find that Blade of Nirriti combos with the Unlabored Flawlessness is the best method for beating Paz Zu. Bonus points for jumping into the fight injured to end it quickly.
