For the record, I don't think this new character is Kasumi Alpha. I mean, it might be the Kasumi Alpha, the character, but I'm not expecting the Kasumi clone moveset from DOAD.

Stages are free because they have to be. They can show up randomly and it would be retarded to make people pay for a stage that they may never get to play on, if few others also purchase it. Characters on the other hand, are entirely optional, so of course they'll charge for them.
